Please be advised that in recent weeks the Government of Ukraine adopted several decisions amending the entry requirements for foreign citizens.
Thus, the new regulations allow foreigners to enter Ukraine commencing June 12, 2020 till July 31, 2020 on the following conditions:

The said medical insurance certificate must be issued either by Ukrainian insurance company or foreign insurance company that has a representation in Ukraine or has a valid agreement with the insurance company – partner on the territory of Ukraine (assistance).
Please note, that foreigners (except for foreigners permanently residing in Ukraine) will be prohibited from crossing the state border of Ukraine without valid medical insurance certificate, covering costs associated with the treatment of COVID-19 and 14-day observation period.
Information on purchasing a medical insurance certificate should be obtained from the insurance companies.
As an option, you can purchase a required insurance here.
2) Travelers who come from countries with a significant spread of coronavirus COVID-19 are:
a) either obliged to undergo 14-day observation in the certain facilities appointed by the local state administrations;
b) or not obliged to undergo 14-day observation in case if they choose an option of home self-isolation using the electronic service "Action at home".
The list of such countries is provided by the Ministry of Health of Ukraine to the State Border Service of Ukraine every 3 days and can be found here.
