aking into account the efforts of the Russian Federation to hold on 18 September 2016 the illegitimate elections to the State Duma of the Federal Assembly of the Russian Federation in temporarily occupied by Russia the territory of Autonomous Republic of Crimea and the city of Sevastopol;
stressing that the Autonomous Republic of Crimea and the city of Sevastopol are an integral part of the sovereign territory of Ukraine;
noting that respect to the sovereignty and territorial integrity, maintaining of international peace and security are the foundation of international relations and international law;
emphasizing that the General Assembly of the United Nations in its Resolution on the territorial integrity of Ukraine, approved on 27 March 2014, affirmed its commitment to the sovereignty, political independence, unity and territorial integrity of Ukraine within its internationally recognized borders, and called upon all States and international organizations not to recognize any alteration of the status of the Autonomous Republic of Crimea and the city of Sevastopol, and to refrain from any action or dealing that might be interpreted as recognizing any such altered status;
taking into consideration that Russia’s aggressive actions were condemned in numerous decisions of the European Union, North Atlantic Treaty Organization, the Council of Europe, resolutions of the Parliamentary Assemblies of the Council of Europe and the Organization for Security and Cooperation in Europe;
based on the principled position of the international community on condemnation of the occupation and non-recognition of the annexation of the Autonomous Republic of Crimea and the city of Sevastopol;
being aware that the presence of deputies, elected during the illegal elections on the territory occupied by Russian Federation, in the next convocation of the State Duma of the Federal Assembly of Russian Federation will question the legitimacy of the entire lower house of Russian parliament, while the recognition of the results of the elections will be a sui generis act of legalization of the ongoing illegal occupation of the Crimean peninsula,
The Verkhovna Rada of Ukraine:
appeals to the parliaments of foreign states, parliamentary assemblies and international organizations to abstain from the participation in observing the course of illegal Russia's parliamentary election in Crimea and the city of Sevastopol and also calls not to acknowledge results of that election under any circumstances;
stresses that law enforcement agencies of Ukraine will open criminal proceedings against all foreigners, who decide to visit the occupied territories to participate in monitoring the illegal elections, for violating the rules of entry to the temporarily occupied territory of Ukraine aiming at harming Ukraine’s national interests, and will bring these foreigners to justice for the violation of the Ukrainian legislation;
requests foreign parliaments, parliamentary assemblies and international organizations to publish official statements on illegitimacy of acknowledgement of results of elections to the State Duma of Russian Federation due to their conduction in the territory of temporarily occupied Autonomous Republic of Crimea and the city of Sevastopol. Such statements will delegitimize in the eyes of the international community those representatives of the Russian parliament, who will be elected as a result of illegal elections in the territory of the Autonomous Republic of Crimea and the city of Sevastopol;
calls on authoritative international organizations to exert every effort necessary to prevent inclusion of Russian MPs, elected in the temporarily occupied territory of Crimea and the city of Sevastopol, into Russian parliamentary delegations to the Parliamentary Assemblies of the Council of Europe, Organization for Security and Co-operation in Europe and the Organization of the Black Sea Economic Cooperation, for such actions may indirectly attest to the legitimization of occupation and annexation of the Ukrainian peninsula;
considers that only sequential condemnation of the Russia's aggression against Ukraine by foreign states and international organizations and further condemnation and non-acknowledgement of the annexation of the Autonomous Republic of Crimea and the city of Sevastopol will allow restoring sovereignty, territorial integrity and independence of our state within the internationally acknowledged borders.
