Оn February 11-12 negotiations in the Normandy format with participation Ukrainian President Petro Poroshenko, German Chancellor Angela Merkel, French President Francois Hollande and Russian President Vladimir Putin were held in Minsk.
At the same time, consultations of the Trilateral Contact Group were being held in Minsk.
Members of the Trilateral Contact Group signed the "Package of Measures for the Implementation of the Minsk Agreements". According to this document, unconditional ceasefire has been established at midnight from February 14 to February 15.
The ceasefire must provide for the pullback of heavy artillery with the caliber over 100 mm at a distance of 25 km from the current line of contact for the Ukrainian Armed Forces and from the Minsk line for the illegal armed groups. The overall buffer area will thus be equal to 50 km. The buffer area for multiple launch rocket systems will be equal to 70 km; for MLRS "Smerch", "Tornado" and "Uragan" - 140 km.
The pullback of heavy artillery must be carried out within 14 days, then, within 5 days, all hostages must be liberated. The President of Ukraine informed that he had touched upon the issue of Nadiya Savchenko's liberation.
There is also a clear commitment to withdraw all foreign troops from the territory of Ukraine in the nearest time.
After the completion of political settlement, a joint protection of the Ukrainian border with participation of the OSCE representatives should be implemented. By the end of the year, in the second stage, Ukrainian border guards should fully regain control over the border.
President Poroshenko noted that despite rigid insistence, broadening of powers of the Ukrainian regions would take place solely under the constitutional amendments on decentralization.
Social payments in the occupied territories of Luhansk and Donetsk regions must be restored after the stabilization of the situation and restoration of state sovereignty of Ukraine.
The sides reached an agreement on unconditional access of Ukraine and international partners to the provision of humanitarian assistance for the people living in the occupied territories.
The OSCE mission would ensure the monitoring over the ceasefire regime.
In a Declaration of Minsk in support of the "Package of Measures for the Implementation of the Minsk Agreements" the President of the Russian Federation, the President of Ukraine, the President of the French Republic, and the Chancellor of the Federal Republic of Germany reaffirmed their full respect for the sovereignty and territorial integrity of Ukraine. They firmly believe that there is no alternative to an exclusively peaceful settlement.
